Accessibility
We want the CertDigital Document repository to be usable by everyone, including people with disabilities and people with functional limitations. This page explains what you can adjust in the portal, how to use it with a keyboard or with assistive technologies, and how to ask us for help.
Our commitment
CENTRUL DE CALCUL S.A. (the CertDigital brand) is committed to making information about its trust services accessible and presenting it in clear, easy-to-understand language.
We do so in accordance with Article 15 of Regulation (EU) No 910/2014, as amended by Regulation (EU) 2024/1183, which requires trust services to be provided in plain and intelligible language, in accordance with the United Nations Convention on the Rights of Persons with Disabilities and the accessibility requirements of Directive (EU) 2019/882 (the European Accessibility Act). In Romania, the directive is transposed by Law No 232/2022 on the accessibility requirements for products and services.
The reference standard is ETSI EN 301 549, which incorporates, for web pages and documents, the WCAG 2.1 level AA criteria.
Conformance status
Based on a self-assessment carried out on 25.10.2026 through automated testing and our own review, the CertDigital services, including this portal, are partially conformant with ETSI EN 301 549 (WCAG 2.1, level AA).
For the portal pages, the target is level AA of the newer WCAG 2.2. The limitations known at this date concern some PDF documents; for any of them we can provide an accessible version on request (see “PDF documents”):
- scanned documents, found mainly in the Conformity history (previous accreditation decisions and orders, expired or superseded certificates of conformity): they are images of the original documents, without a tagged structure, and some contain no text that screen readers can read. They are archived or third-party content, kept in their original form;
- earlier versions in the Archive, published before 2026, contain text, but the language declared in the file is English or missing, and some have no bookmarks. For documents in Romanian, screen readers may mispronounce the text;
- the master privacy policy (RO/EN) has text and a tagged structure, but no bookmarks, and its declared language is English;
- documents issued by third parties (decisions of authorities, certificates of conformity, legislative acts) are published in the form received.
Display options
Press the “Accessibility” button in the header of any page. A panel with the options below opens.
Your choices apply to all pages of the portal and are kept in your browser, on the device where you made them. We do not use cookies and nothing is sent to the server.
- Text size – four levels: 100, 120, 140 and 160%.
- High contrast – strongly contrasting colours for text and background.
- Highlight links – links are underlined and made to stand out, so they are easy to find.
- More readable font – a simple font with letters that are easy to tell apart.
- Increased spacing – more space between lines, paragraphs, letters and words, at the values in WCAG success criterion 1.4.12.
- Stop animations – stops transitions and animations on the page. The portal also follows the reduce-motion setting of your operating system.
- Reset – returns to the default display.
Keyboard navigation
The portal can be used with the keyboard alone:
- Tab and Shift+Tab – move forward and back between links, buttons and the search field; the selected element is clearly marked;
- Enter – opens the selected link;
- Enter or Space – activates the selected button, such as the “Accessibility” button or an option in the panel;
- Esc – closes the accessibility options panel;
- “Skip to content” – the first link on the page; it appears when you first press Tab and takes you straight to the main content.
Page zoom and screen readers
You can also enlarge the page in your browser: Ctrl and + to zoom in, Ctrl and − to zoom out, Ctrl and 0 to reset (Cmd instead of Ctrl on a Mac). The content rearranges itself when zoomed and on small screens.
The portal uses standard HTML structure (headings, lists, tables with headers, labelled fields and navigation landmarks) so that it is compatible with common screen readers, such as NVDA and JAWS on Windows, VoiceOver on macOS and iOS, or TalkBack on Android. If you still run into a difficulty, please let us know (see “Feedback and contact”).
PDF documents
New documents are published as PDF/A-3a files, with text, a tagged structure, bookmarks for navigation and a correctly declared language.
Older documents have the limitations listed under “Conformance status”; those in the Conformity history are mostly scans of the original documents.
On request, we provide any published document in another format as well: an editable text document, a large-print document or a reading over the telephone. Requests can be made to office@certdigital.ro or by telephone and are fulfilled within 10 working days at most.
Feedback and contact
If a page or a document cannot be used, or if you have a suggestion, write to us at office@certdigital.ro or call +40 253 214 767, Monday to Friday, 09:00–17:00. You can also find us at our headquarters, Str. Tudor Vladimirescu nr. 17, Târgu Jiu, during public opening hours.
We acknowledge receipt within three working days at most and reply within 30 days at most, in line with the Customer relations and complaints handling policy (in Romanian).

If you are not satisfied with our reply, you can contact the Romanian Digitalization Authority (ADR), www.adr.gov.ro. ADR is the supervisory body for trust services and the competent authority for e-commerce services under Article 19(1)(d) of Law No 232/2022.
